English Councils Plan to Dispose of Social Clubs and Leisure Facilities to Manage Finances

Based on a recent poll of local authorities, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group for major urban areas in the UK reported that 60% of councils are intending to sell assets to meet the escalating costs of adult and children’s social care.

Councils have previously faced criticism for disposing of public land and open spaces to shore up their finances, but they argue they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a significant number of councils attempting to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the majority (six in ten) of local leaders stated they would focus on service redesigns and using savings to weather increasing fiscal pressures.”

Specific Examples of Planned Sales

Medway Council in Kent announced its property management strategy included the disposal of a shopping centre in Rainham and a social club in another town to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be disposed of under the strategy.

Local Levy Increases and Broader Financial Strains

The survey of local authorities in the coalition, which includes several urban centers, further found that more than 70% of councils will need to raise local levies next April to cover the rising cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

The authority said it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures require time to achieve both better provisions and cost efficiency,” said Vince Maple.

He added: “There are population challenges which will continue to increase the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

National Patterns and Forecasts

Research of county councils recently also found local finances being strained by the increasing figures of young people and adults needing special educational assistance.

A network of councils projected that local shortfalls will reach 4.4 billion pounds a year by 2029, as they grapple to cope with increased demand.

Ministers have delayed planned reforms to the Send system until next year after a white paper outlining those reforms was recently delayed.

Deprivation and Financial Gaps

According to the most recent indices of deprivation (IMD) for UK local authorities, many participating urban areas were among the most disadvantaged in England.

  • “Member cities like several major towns place in the most deprived 30 nationally under the 2025 IMD measures,” said the report.

“While only one key city is in the top 10 for deprived neighbourhoods countrywide, cities are far more likely to be in the most deprived fifth of England. The figures highlights the scale of difficulties facing municipal officials across major urban centers in the next twelve months,” the report added.

“Council officials have been clear about the need for a equitable and lasting funding system that reflects and addresses the actual extent of disadvantage and need,” said a council leader.

“Lacking this, councils will continue to face difficult decisions around which essential services to fund, and which to reduce, to the detriment of their residents.”

One in five of councils have reduced or weakened social care provision in the past 12 months, the survey found.
